It’s not as widespread as it should, but it’s not that rare either. I’ve gotten growlers at Beach Chalet and Magnolia- even though Magnolia refuse to re-fill other brewers’ growlers now, because they got a makeover and go stuck up.

RRBC and 3rd St Alehouse in Santa Rosa have growlers, too.
